A/MENA Region Overview:
The Asia, Middle East and Northern Africa region supports a broad portfolio of URC’s field-based teams that are implementing public health programs, many which are funded by USAID. Our regional programs in Philippines, Cambodia, Myanmar, Timor Leste, Jordan, and Kyrgyzstan focus on infectious diseases, reproductive health and family planning, malaria elimination and control, global health security, health service delivery, and implementation research. Our regional programs also bring together URC’s core expertise in quality improvement, social behavior change, and implementation research science.

Roles and Responsibilities:
The Technical Program Officer provides technical support and quality assurance to health-related field programs, primarily in the Philippines, Cambodia and Myanmar. Travel to developing countries as required and may be up to 20% of the time. The Technical Program Officer will also work to build URC’s portfolio in the region, including supporting business development.

The work includes, but is not limited to, the following:
-Provide technical assistance to support quality program implementation
-Monitor implementation of technical activities, participating in program and technical reviews, and monitoring contract deliverables
-Support with work-planning and activity development, as well as start-up and close out
-Document program achievements through success stories, communication documents and annual and quarterly reporting
-Identify opportunities for knowledge sharing and learning
-Develop new technical strategies
-Contribute to business development including participating in capture and proposal development.
-Monitor processes and contract deliverables
-Work with partners, consultants, and other organizations
-Represent URC and its projects at meetings and give technical presentations on project activities

*Knowledge, Skills and Abilities -Strong general knowledge of global health as well as knowledge of health issues in developing countries particularly Southeast Asia. -Knowledge of USAID contracts and agreements -Able to work independently in a fast-paced organization by prioritizing and managing multiple priorities. Strong attention to detail and follow-through required. -Ability to work effectively with senior and junior clients and staff -High quality technical writing, editing, and proofreading skills. *Requirements -Master’s degree in public health, international development, or related field -Minimum of five (5) years of technical support experience of public health or similar on international development projects -Demonstrated experience in monitoring, evaluation, and learning; quality improvement -Experience with US Government-funded programs in developing countries, preferably USAID, or in an organization focused on international development. -Demonstrated experience in at least two or more technical health related areas, such as maternal, newborn, and child health; HIV/AIDS; TB; nutrition. -Budget experience (relating to technical activities) on international development projects preferred. -Fluency in other major languages such as French, Spanish, Arabic, and others is a major advantage.
