The Sr. Program Officer, Human Trafficking Prevention supports project-related responsibilities related to the anti-human trafficking initiative based in San Diego County, with a focus on supporting PCI’s growth in youth gender empowerment programs, including: 1) ensuring quality implementation and managing the day-to-day activities under the human trafficking prevention programs; 2) overseeing the overall learning and expansion of the prevention programming; 3) maintaining external partnerships and resource development; 4) supervising program volunteers and interns.

Key Duties & Responsibilities:

Project ROOTS Youth Empowerment Program Management (40%)
Develop and manage overall program timeline and ensure benchmarks and program deliverables are met
Maintain Project ROOTS curriculum development, updates and enhancements- ensure it is age and culturally appropriate, continuously update the website, learning plans and activities, secure external program curriculum enhancements (i.e. guest speakers, field trips, etc.)
Manage facilitator capacity building, training and mentor support system
Ensure the smooth operation of the administrative aspects of the programs
Maintain financial controls (project’s budgeting and procurement processes) and provide assistance with all fiscal monitoring for all subcontract recipients
Serve as the primary liaison with school/district leads to integrate Project ROOTS into their schools

Program Learning and Expansion (25%)
Collaborates with the M&E Officer for proper monitoring and evaluation of all Project ROOTS groups according to program plan and timeline
Conduct data analysis to help inform programmatic quality and course correction as well as determine how to present the data for donor reports
Share promising practices and learnings with global PCI teams and Gender and Empowerment unit
Prepare and develop required reports for donors, implementing partners and the PCI International Office, and assure their timely submission
Presents on anti-trafficking initiative program outcomes at local and national conferences, meetings and events
Lead strategy development for the expansion of Project ROOTS into school districts across San Diego County and support efforts to expand nationally
Support the launch of expansion activities and program planning when new funding / awards are received.

External Relations and Resource Development (25%)
Establish positive relationships and maintain communication with other collaborating organizations and partners
Support the implementation of the San Diego Trafficking Prevention Collective
Represent PCI at community collaborative meetings and share best practices with internal and external stakeholders
Conduct Human Trafficking 101 trainings to local entities upon request
Support grant writing, proposal development and other fundraising activities, including the development of marketing and communication materials
Collaborate with other members of the Anti-trafficking unit in the development and execution of the public awareness campaign initiative by supporting research, planning and partnership.

Program Intern and Volunteer Supervision (10%)
Support intern recruitment, onboarding and monitoring process

Position Parameters/Special Responsibilities Required:
Must be available for occasional local travel (within California and US)
May require extended hours during peak periods
Available for special events or trainings on evenings and weekends

  • Bachelor’s Degree with an emphasis on social work, public health, criminal justice, human rights, human trafficking, youth development or equivalent. Master’s Degree preferred.
  • Minimum of 6-8 years professional experience with at least 2 years in a similar position
  • 2-4 years’ experience with complex community programs and leading community collaboration, i.e. convening, coordinating, and providing administrative support to large and diverse groups of stakeholders, networks
  • 2-4 years’ experience in Monitoring and Evaluation for community development programming; understanding and experience in qualitative and quantitative data gathering and how data relates to program design, management and quality; and experience in the analysis of large and small data sets for projects and for quality assurance purposes
  • Knowledge and understanding of human trafficking and adolescent gender empowerment programs
  • Experience in financial management and administration
  • Experience in public speaking, group trainings and presentations
  • Strong communication skills, oral and written and excellent organizational skills
  • Willingness to learn and respond to constructive criticism
  • Proficient in MS Office (Excel, PowerPoint, Outlook)
  • Knowledge in basic website development
  • Able to work independently and as part of a team, taking input and guidance from a variety of staff
  • Strong time management skills and ability to work with and respect deadlines
  • Reliable transportation to and from work as well as outside meetings and events
  • Ability to take initiative, solve problems and anticipate actions, and to use creative means to complete tasks
