We are seeking a Senior Grants & Contracts Analyst who will coordinate all activities related to the pre-award and post-award grants and contracts activities for the Johns Hopkins International Injury Research Unit (IIRU) within the Department of International Health. This position will provide financial support to Financial Manager, Director and IIP faculty. This involves proposal preparation, budget development, payroll, student hiring, management, effort, subaward and service contract setup and maintenance, account maintenance and oversight, paycard, billing, reporting, compliance, and close-out.

This position works independently on a variety of complex level grants/contracts, including those from USAID, UNICEF, NIH, Bloomberg, WHO and Gates Foundation. These grants, contracts and awards may involve highly detailed budgets, multiple projects, cores and subawards. Will also work directly with management of non-sponsored funds and IIP payroll management.

Specific Duties & Responsibilities:

Pre-Award Activities Include:

Proposal preparation, budget development, completing sponsored paperwork, creating proposal record, working with all sub sites to acquire required forms for subawards, application of appropriate indirect costs rates and cost calculations, assisting with budget justification assembling and setting up delivery for grant package to submit to sponsor.
Respond of all JIT request from sponsor.
Review all sponsored project proposals for assigned faculty prior to them being forwarded to the Grants & Contracts Manager and ORA for signature.
Review involves accuracy, content, adherence to all relevant guidelines.
Partner with and act as final point of contact with departmental faculty and/or budgetary staff and the Office of Research Administration toward the planning and development of application submissions to various federal offices, private agencies/foundations and commercial companies. Provide instruction, preparation assistance and support related to grant application procedures.

Post-Award Activities Include:

Coordination in the preparation and implementation of administrative processes related to sponsored projects.
Duties include prepare overall spending and financial reports, monitor monthly expenditures subawards, budget projections, payroll, expenditure transfers, Concur reimbursement and trips, vendor payment request.
Reconcile paycard, impress funds and cash advance.
Pre-review and post-review of effort forms.
Preparation and maintenance of subawards, independent contractors, and service contracts from start to finish.
Prepare, develop and review investigator financial reports using SAP and other institutional reporting systems to analyze and identify issues with expenses charged to the award to reduce the risk of over-expenditure for IIP faculty.
Meet with faculty on a regular basis regarding the status of grants/accounts.
Prepare 12- month salary support projections for all faculty PIs / support staff and identify potential support gaps.
Advise faculty and staff on changes in sponsored research policies.
Manage accounts to ensure grants and contracts are expended according to sponsoring organizations requirements and University guidelines.
Create and maintain positive communication and working relationships with all areas within JHU; Sponsored Projects, Office of Research Administration, and Controller’s Office.
Review documents for financial, administrative, and operational compliance.
Independently perform a variety of administrative and financial functions.
Perform all other duties as assigned.
Ensure compliance in all other areas related to grant and contract management, including sponsoring organization guidelines, internal protocols, accurate protocol information within grant documents, conflicts of interest, etc. Serve as liaison between research units, central offices and funding agencies.

Maintain ongoing updates and communications related to current grants and contracts, this includes regular auditing and reporting to principal investigators on financial status of grants, contracts and discretionary accounts.
Also provide relevant updates and reports to departmental leadership, as needed.
Oversee and direct all aspects of complex award management activities and provide oversight to other employees, including monitoring and managing accounts, audits, evaluations, account reconciliations, procurement card monitoring and approval, and financial reporting.

Payroll Management:

Maintains system to track faculty/staff payroll information and generate reports/ implements system to monitor/resolve payroll issues: control salary, salary distribution/supplements/merit increases/terminate payroll.
Monitor and retrieve overpayments.
Processes request for promotions, transfers, reclassifications, salary increases, overtime, and casual employee’s time sheet.
Process new positions and employee information into SAP system.
Coordinate placement of temporary staff as needed.
Process student hiring and recruitment.

QUALIFICATIONS
Minimum Qualifications (Mandatory):

Bachelor’s Degree. 4 years of related experience in sponsored research and/or financial positions. Additional education may substitute for required experience and additional related experience may substitute for required education, to the extent permitted by the JHU equivalency formula. Successful completion of the RAT program (13-15 months) is equivalent to two years of relevant experience for this position. If an employee does not successfully complete the program, no additional experience will be applied.
Preferred Qualifications:

Experience in an academic or medical setting.
Special Knowledge, Skills & Abilities:

Strong knowledge of MS Office, CATS, SAP, COEUS and HR shared services system preferred. Ability to handle multiple tasks simultaneously and meet various concurrent deadlines in a fast-paced environment. Strong knowledge organizational, interpersonal, and communication (oral and written) skills. Strong analytical and problem solving skills required and attention to detail. Proven ability to work independently and function constructively as part of a team. Ability to maintain confidentiality. Ability to work with flexibility on several tasks simultaneously and to meet various concurrent deadlines required. Ability to work for periods of time without immediate direction required.
