We are looking for dynamic candidates with significant technical experience and expertise in social and behavior change (SBC) for the position of SBC Specialist for an anticipated 5-year USAID-funded SBC project. The project is in support of the Mission’s health sector goal of ensuring that Cambodians seek and receive high-quality health and social services at decreased financial hardship through sustainable systems. The project will accomplish this result through two specific objectives: 1) strengthened public sector systems for oversight and coordination of SBC at the national and provincial levels; and 2) improved ability of individuals to adopt healthy behaviors. The project will work primarily in the areas of maternal and child health (MCH), tuberculosis (TB), and malaria with attention to other health areas, such as family planning, nutrition, water and sanitation (WASH), or other development sectors, as other funds become available.
The SBC Specialist should have significant experience with and knowledge of evidence-based SBC methods and strategies; use of rigorous monitoring and evaluation techniques to create real-time feedback loops; and experience working with advertising agencies, marketing firms or other creative professionals. Our ideal candidate has deep experience with SBC projects in developing countries, a passion for knowledge sharing and capacity building, and a positive and action-oriented attitude.

QUALIFICATIONS
Your contribution* Provide technical leadership in SBC design, implementation and monitoring and evaluation of SBC project sites in the areas of Maternal and Child Health (MCH), Malaria, and Tuberculosis (TB);* Work with partners to design effective SBC capacity strengthening strategies, and lead implementation with the government, local NGOs, and other stakeholders;* Work closely with M&E and project staff to ensure data is captured, understood, and used to improve SBC programming; * Facilitate adherence to rigorous quality standards in SBC project design and implementation including ensuring that biomedical and technical elements of SBC programs are inline with established disease prevention and treatment policies and strategies;* Develop appropriate tools for SBC design and implementation;* Develop collaborative relationships with relevant government agencies, partners and donor and others to create an atmosphere to promote innovation across SBC design, development and execution;* Support project to deliver high-quality periodic reporting in line with USAID and PSI requirements.What are we looking for?* You have a Master's degree in communication, marketing, public health or a related field and 5 years of experience working in SBC or social marketing OR a Bachelor's degree in communication, marketing, public health or a related field and at least 7 years of experience working in SBC or social marketing;* You have experience in the design and implementation of health-related SBC programs in collaboration with advertising agencies, marketing firms, or other creative professionals;* You have experience providing SBC technical direction to projects, strategically designing programs, and determining effective ways to measure and evaluate implementation and impact;* Excellent written and oral communications skills in English and Khmer are required.What would get us excited? You possess strong technical skills and deep knowledge in SBC that you can and have applied across different health areas. You have solid understanding of quality standards in SBC and can hold your own in a room with other specialists in this area, diplomatically defending unconventional approaches to longstanding problems. A Connector. You have experience working with diverse stakeholders on a project, from Ministries of Health, to partners, to private companies.
