PCI’s Senior Technical Advisor for Women’s Economic Empowerment (WEE) is a new position that will build upon and diversify PCI’s existing program activities focused on WEE. This role will work to strengthen and expand PCI’s global program efforts in WEE, with two primary responsibilities. The first is leading the design and planning of technical approaches for women’s economic empowerment on behalf of PCI’s “Her” program pillar, with an emphasis on new business development. The second is providing ongoing technical assistance to in-country teams to ensure PCI’s WEE and livelihoods strategies and activities reflect state-of-the-art approaches. The position will play a leadership role in growing PCI’s business line and footprint in Women’s Economic Empowerment.

Additionally, this position will be responsible for capturing and communicating key knowledge for PCI and the industry on best practices and lessons-learned in the areas of: economic empowerment and financial inclusion, working through women’s collectives, measuring women’s economic empowerment, improving men’s engagement, and building linkages between women’s economic empowerment and PCI’s sectoral program strategies.

The Senior Technical Advisor will collaborate with colleagues across PCI’s Technical Leadership and Support Team (TLST): Health, Humanitarian Assistance & Resilience, and Food, Nutrition and Livelihood Security and with country teams to design new programs and integrated approaches.

This position will be based in Washington, D.C. and the expected travel is 20-30% per year.

Key Duties & Responsibilities:
Lead PCI’s growth and diversification in women’s economic empowerment programming, building on PCI’s successful Women Empowered (WE) savings group methodology
Work in partnership with the Director of Gender and Empowerment and Senior Program Manager, Women Empowered, to ensure PCI’s livelihoods strategies are aligned with state-of-the-art approaches
Provide high-quality, direct technical assistance to PCI’s Gender and Empowerment portfolio and programs on WEE topics including: income generation, barriers to WEE, savings groups, ultra-poor graduation, financial inclusion, and market-based approaches
Provide remote and in-person technical assistance to implementing field teams in Africa, the Americas and Asia through regular check ins; delivery of trainings; review of project plans; and review and analysis of program reports and data
Contribute to marketing activities and new business development, including conducting scoping trips, identifying new partners and/or clients, and innovative approaches to development challenges
Assist in all aspects of proposal preparation: technical design, staffing, work plan, partner liaising, and budget development, among others
Improve technical quality, knowledge management and program design using transformative gender approaches to foster women’s economic empowerment
Provide mentorship and coaching to country-based teams working on women’s economic empowerment

Advanced degree in International Development in the field of Women's/Gender studies, Economics, Business Administration, Agribusiness Development, Anthropology, Sociology, or a related field 9+ years relevant professional experience Demonstrated ability to design and adapt technical approaches that promote gender transformative programming and support women's economic empowerment in diverse cultural contexts Prior work experience with women’s economic empowerment, livelihoods, digital financial inclusion, and entrepreneurial ecosystems Proven understanding of digital financial solutions and digital tools that can target low-income entrepreneurs Previous work in Sub-Saharan Africa preferred Experience in financial inclusion, entrepreneurism, microfinance, or access to finance preferred; Proven ability to engage with financial service providers is a bonus. Experience with savings groups and ultra-poor graduation models as women’s empowerment approaches Analytical and problem-solving skills, including the ability to formulate recommendations and advice for senior leadership that will inform development of relevant business lines Proven success in proposal development including as lead technical writer Ability to read, write and communicate in Spanish or other key foreign language Well-networked within the women’s economic empowerment sector and existing relationships with relevant donors, working groups, and peer organizations Fluency in English is mandatory (verbal and written) Demonstrated ability to design and adapt program approaches that promote gender transformative programming and support women's empowerment in diverse cultural contexts Experience in inspiring and supporting colleagues to integrate gender into their work Demonstrated cultural sensitivity and commitment to PCI’s core values Ability to travel internationally up to 20-30% per year
