Summary
The Program Cycle Support (PCS) Associate Award is a five year, global activity that supports implementing partners (IP) efforts to design and implement evidence-based, effective, efficient and sustainable food development activities funded by USAID’s Bureau for Humanitarian Assistance that result in substantial food and nutrition security gains. In the Senior Specialist – Food Security role, you will provide a range of support to PCS’ communication, event facilitation, and data collection efforts, serving as back-up to touchpoint team leaders in interactions with IPs and USAID staff. You will also be responsible for implementation of feedback mechanisms designed to adapt and improve PCS’ approach, virtual and in-person event facilitation support, and PCS’ internal monitoring efforts related to quarterly and annual reporting.

What You’ll Be Doing (Essential Duties)
Activity Implementation 70%
• Coordinate with USAID and IP staff to ensure alignment of expectations regarding PCS’s touchpoint activities, including workshop preparation, agenda and session planning and adaptation, and after action review processes
• Lead qualitative outreach with stakeholders (USAID staff, partners, USAID support mechanisms) to collect information to inform the design of PCS’s technical support and events/workshops.
• Provide technical support to development food security activities to review data and information collected during the Refine and Implement (R&I) year and support teams to make adjustments to implementation plans and activities’ Theories of Change
• Support facilitation of workshops as part of the Refine and Implement approach, as well as other PCS touchpoint activities, including End-of-Activity learning events
• Design workshop evaluations to capture feedback
• Lead qualitative outreach with stakeholders (USAID staff, partners, other USAID support mechanism) to collect information that informs the design of PCS’s technical support and events/workshops.
• Working with the PCS Strategy and Technical Director, develop tools and materials to support effective implementation of PCS’ technical assistance and touchpoint events
• Adapt traditional in-person workshop sessions for virtual delivery, drawing on the extensive experience of the IDEAL leader award in online workshops and capacity strengthening activities
Monitoring and Evaluation Support 30%
• Develop systems to track PCS’ indicators and progress towards its goals
• Share routine monitoring data with PCS leadership along with recommendations for any needed adjustments to program activities based on data
• Draft quarterly progress reports and support the annual results reporting process
• Support implementation of PCS’s adaptive management approach, conducting stakeholder outreach to feed qualitative data into quarterly pause and reflect sessions
• Collaborate regularly with the M&E staff from the IDEAL leader award to prepare for the development food security activities’ M&E workshops and ensure continuity of M&E support from the activities’ inception, through end of the refine and implement year (culmination), and mid-term as appropriate

QUALIFICATIONS
Required Qualifications
  • Minimum 5-7 years' experience in supporting international food security program delivery
  • Bachelor degree or equivalent relevant experience required
  • Experience in the INGO field supporting USAID or other government-funded program and coordinating with large stakeholder groups
  • A proven track record of providing capacity strengthening assistance to a range of staff levels from Chiefs of Parties to front line workers
  • Experience facilitating workshops and participatory learning and knowledge sharing events
  • Experience leading monitoring and evaluation processes, including qualitative survey development, conducting key informant interviews and assessing data for programmatic decision-making
  • Experience in providing input to strategic and operational plans and organizing resources to achieve results
  • Ability to work independently, with little or no supervision, but also as part of a team. Effective at building relationships across the organization and with partners.
  • Willingness and ability to travel internationally, primarily to low-resource settings, up to 50% of the time
Preferred Qualifications
  • Professional fluency in French
  • Experience working directly on or supporting USAID-funded food security programs, preferably those funded by the former Office of Food for Peace
