Reporting to the Humanitarian Response Team (HRT) Director, the HRT Senior Program Manager oversees key elements of the HRT function including the management, development, implementation, and monitoring of humanitarian responses and projects; overseeing assigned humanitarian programs; and supporting the administration of HRT operations. The role serves as the liaison point for all other HQ departments (Marketing and Development, HR, Finance, IT, Medical Health Product and Volunteer Engagement).

JOB RESPONSIBILITIES

ESSENTIAL DUTIES:

Humanitarian Response
◾Assist the Humanitarian Response Director in the development of humanitarian response strategies, annual work plans, and reporting against team and group outcomes and indicators.
◾Collaborate with the Humanitarian Response Director and Humanitarian Advisors on the development of the Humanitarian Response Plan.
◾Support the administration of humanitarian operations as designated.
◾Oversee management of designated humanitarian programs including financial management, strategic planning, partnership development, program quality, reporting, fund raising, communications and provision of technical assistance.
◾Coordinate with MTI HQ Shared Services Group to support humanitarian teams in finance, HR functions and assist in recruitment and orientation of new humanitarian country program staff.
◾Collaborate with HQ Global Operations staff to ensure that HQ program reporting, information and data is current, including country information, proposals, and funding needs.
◾Support needs assessment and proposal writing as necessary for new humanitarian program start up.
◾Support the planning and delivery of security and humanitarian training (Hostile Environment Awareness Training & Humanitarian Principles).
◾Conduct training, workshops and lessons learnt exercises as required.
◾Conduct regular field program visits for monitoring and reporting based on pre-determined scope of work.
◾Participate in rapid onset emergency events in the field.
◾Coordinate commodity procurement, shipment and distribution to assigned field programs and partners in consultation with Medical Health Products (MHP) ensuring accountability and timely delivery.
◾In collaboration with Human Resources, manage the HRT consultancy roster, through recruitment, maintenance, and process development.
◾In collaboration with the Volunteer Engagement Team, ensure consultants and volunteers are trained and oriented to participate effectively in humanitarian responses and support standards of best practice in international relief and early recovery.

Partnerships
◾Build networks and linkages between MTI and like-minded partners and organizations and participate in coordinated assessments and coordination meetings (for example, Integral Alliance).
◾Explore and develop key partnerships and opportunities for partnerships and collaboration in humanitarian response.
◾Collaborate with external partners such as HumanSurge, for the HRT consultancy roster.

Finance
◾Manage HRT HQ budget, advise Humanitarian Response Director of variances and recommend strategies for adjustments as needed.
◾Develop and manage multiple budgets for assigned field offices, programs, partners, and grants.
◾Collaborate with Marketing and Development to ensure sustainable funding for projects.
◾Ensure financial accountability and stewardship of all financial resources per MTI policies and donor requirements.

Resource Development
◾Collaborate with the Humanitarian Response Director in identifying, mapping and pursuing new funding opportunities with institutional donors, including U.S. Government, bilateral or multilateral donors, foundations, and corporate philanthropies.
◾Support and collaborate with the Marketing and Development team to engage donors in the work of MTI in humanitarian response and disaster risk reduction.
◾Identify and develop strategic relationships with individuals, organizations and institutions nationally, globally and across the agency to build and enrich the HRT.
◾Participate in relevant forums, working groups, committees, and networks to represent and promote HRT and the work of MTI.

Strategic Planning
◾Contribute to Programs Department strategic planning and reporting.
◾Participate in strategic planning, implementation and monitoring of work plans as assigned.

Supervisory Responsibilities
◾Supervise the Humanitarian Response Program Support Officer. Supervise the Humanitarian Advisors when they are on deployment managing a humanitarian response program.
◾Collaborate with Humanitarian Advisors.

OTHER DUTIES:
◾Provide excellent customer service in all contacts with applicants, volunteers, consultants, colleagues and the general public.
◾Utilize volunteers wherever possible.
◾Additional duties as assigned.

QUALIFICATIONS
EDUCATION, LICENSES, & CERTIFICATIONS Required: ◾Bachelor’s Degree in relevant field. ◾Valid passport. ◾Valid Driver license. Preferred: ◾Master’s Degree in Public Health or relevant field. EXPERIENCE ◾Minimum 5 years’ experience in international humanitarian response operations, with 4 years’ relevant humanitarian experience in field programs. ◾Demonstrated leadership skills in developing vision and strategy. ◾Experienced in project cycle management, grant proposal writing and monitoring. ◾Proven management skills in supervising staff, strategic planning, meeting goals, and decision-making. ◾Successful experience in developing partnerships and working with volunteers. ◾Proven ability to conduct needs assessments and work in remote and arduous conditions. KNOWLEDGE, SKILLS & ABILITIES Required: ◾Commitment to Medical Teams International Calling. ◾Ability to work collaboratively with others in a team environment. ◾Skilled in leading multi-cultural teams to achieve results. ◾Skilled at building and maintaining a high functioning, high performing work team. ◾Proven experience in Program Manager or Desk Officer position, with demonstrated understanding of International Programs vision and function. ◾Experienced in conceptualizing and writing project plans and funding proposals for institutional donors. ◾Ability to prepare, monitor and control budgets. ◾Familiar with the international humanitarian system and international humanitarian quality standards such as the Core Humanitarian Standard, Sphere and the Red Cross/Red Crescent Code of Conduct. ◾Detailed oriented, highly organized, ability to work independently in a multi-task environment. ◾Ability to handle multiple projects simultaneously. ◾Flexible and adaptable in a fast-paced work environment. ◾Ability to work flexible schedules and weekends as needed, especially in the early stages of new humanitarian responses. ◾Excellent communication skills, including public speaking, writing, group facilitation, and communicating cross-culturally with international partners and diverse constituencies. ◾Must have the ability to consistently communicate professionally and effectively with all constituents. Travel ◾Ability and willingness to travel on short notice, for extended periods of time, for up to 16 weeks per year to any global location for the purpose of monitoring current country programs, responding to new emergencies, providing surge capacity, and/or lending expertise and support.
