ICF’s International Health and Development team seeks a Senior Health Data Scientist to support ICF’s malaria team. The Senior Health Data Scientist will work primarily on the Measure Malaria Project, Agency for International Development’s (USAID) technical assistance project for strengthening malaria endemic country systems to generate quality health information for decision making at local, national, and global levels. The malaria team provides technical support on measurements of malaria control interventions to President’s Malaria Initiative (PMI)‑supported countries in sub-Saharan Africa. The position will be based in Rockville, MD, USA.

Key Responsibilities
The Senior Health Data Scientist will provide technical leadership on malaria data issues to the project. He or she will participate in various aspects of analytics capability development and implementation, including developing applications for curating, analyzing, and visualizing large and multiple data sets, and designing and developing analytical approaches, including machine learning and modeling to support malaria surveillance, monitoring, and evaluation (SME). Specific responsibilities include the following:

-Design and develop data preparation components and processes that extract and transform data across multiple databases and sources
-Conduct data exploration and identify approaches for model development, feature definition, and application of machine learning.
-Gather, analyze, and interpret data from various sources
-Develop dashboards and reports to assess malaria data quality and program performance, and support decision making
-Conduct independent analysis to identify new insights on malaria data
-Identify analytics approaches and develop analytical data sets
-Contribute to malaria SME capacity-building efforts for national malaria control programs
-Contribute to generating evidence to inform malaria SME at the global, regional, national, and subnational levels
-Provide technical leadership through participation in global forums, research, and support to countries and implementing partners
-Manage project activities, including coordinating activities, developing budgets, and providing technical oversight
-Manage client (including USAID) relationships
Mentor and manage junior and mid-level staff members in data science and analytics
-Contribute technical expertise to other projects and business development efforts as needed

Required Qualifications
  • PhD/master’s in a relevant field, especially in a quantitative field (e.g., computer science, data science, statistics, biostatistics, mathematics, epidemiology)
  • Minimum of seven years of experience involving quantitative heath data handling, preferably infectious disease data
  • Good understanding of routine health data and health information systems in resource-limited countries
  • Understanding of data quality assessment tools and methods, and experience in addressing data quality issues related to routine health information data
  • Proficiency in analyzing and interpreting routine data, and effectively communicating results and findings
  • Solid knowledge of data analytics and visualization tools, techniques, and methods
  • Experience in advanced SQL researching and manipulating complex and large data sets
  • Knowledge of programming languages such as Python, Java/C++
  • Practical experience in developing advanced statistical models, and knowledge of machine learning approaches and algorithms
  • Proficiency in statistical analysis and good knowledge of at least one statistical package (e.g., SPSS, R, Stata, SAS)
  • Good knowledge of Geographic Information Systems and Remote Sensing
  • Excellent English oral and written communication skills
  • Experience managing teams from diverse backgrounds and different locations
  • Ability to travel internationally up to 20% of time
  • Strong interpersonal and organizational skills, and ability to develop and manage partnerships
  Desired Skills
  • Proficiency in malaria epidemiology and SME
  • Knowledge of the DHIS2 platform
  • Experience in designing and implementing evaluations and assessments of health interventions
  • Experience in Bayesian statistics
  • Experience in project management
  • Excellent French oral and written communication skills
  • Previous experience in working with national malaria control programs, USAID-related projects, and PMI
  • Good track record in peer–reviewed publications
