Job Summary:
The Monitoring, Evaluation, and Learning specialist will design and oversee the monitoring and evaluation framework for the program, identifying cost-effective means to monitor the impact of SBC demonstration activities. S/he will support all project and partner staff in developing, training, and applying new and proven approaches to monitoring, learning, and quality assurance/continuous quality improvement. S/he will be responsible for designing and carrying out base- and end-line evaluations, as well as potentially working with local SBC organizations subcontracted to conduct specific impact evaluations. S/he will be responsible for ensuring that all technical, research inputs are strategic, consistent and coordinated, and that quality reports are delivered as per the indicated schedule.
Along with the COP and other key colleagues, the MEL specialist will play a key role during the inception phase, particularly in terms of research design and the implementation plan.
S/he will liaise closely with the CRS Cambodia MEAL team and appropriate CRS MEAL Communities of Practice, and ensure that all CRS MEAL policies and procedures for the program are met and in line with donor requirements.
Specific responsibilities include, but are not limited to:
In close collaboration with the COP, SBC Specialist, and other key stakeholders, provide MEL oversight and input to the inception phase of the project, including activities related to research, target-setting, development of key metrics, and defining assumptions.
Designing and training on tools that systematically monitor, on an ongoing basis, the impact of SBC demonstration activities, as well as other indicators as determined by the project team and donor.
Mentoring, coaching and supervising direct reports. Ensuring that all facets of CRS’s MEAL Policies and Procedures are implemented within the program.
Training and monitoring partner and field staff in appropriate Monitoring, Evaluation, and Learning activities to ensure the quality of program data.
Supporting the COP to finalize narrative reports, performance indicator tracking tables, donor reports, baseline/final evaluation reports, etc.
Participating in appropriate CRS Communities of Practice to share learning and incorporate learned best practices into the program.
