The Project Director will manage the $120 million, five-year USAID-funded Infectious Disease Detection and Surveillance (IDDS) project. The project supports select governments and their relevant ministries in strengthening diagnostic networks and real-time surveillance systems for pathogens of public health concern, including AMR and zoonotic diseases. The project is also mandated to generate evidence-based guidance and innovative solutions in support of strengthening diagnostic networks and surveillance systems. The project supports the Global Health Security Agenda, TB programs and other infectious disease initiatives.
The Project Director will provide technical direction and leadership and external engagement on IDDS issues, including liaising with subcontractors, USAID missions, and Washington, DC metro area based staff, host country governments, U.S. Government agencies, and other USAID implementing partners. The Project Director will provide technical support to IDDS field programs and deliver management oversight, quality control, and results management to project activities. The PD will set a positive tone for the entire project and inspire staff to apply results-based approaches for delivery of quality services. Administrative responsibilities include liaising with clients, managing staff, overseeing project budgets, and planning and management of project activities.
The position is based in Rockville, MD with international travel. The position reports to the Health Systems Strengthening Practice Lead within the International Health and Development Division.
The Project Director will coordinate the provision of technical services and ensure a coordinated, integrated approach across the project components applying the core project approaches to all project activities. Responsibilities specifically include:
•In collaboration with USAID, project partners, and external stakeholders, drive, articulate and implement a coherent vision for the overall project.
•Cultivate relationships with key stakeholders across the multiple IDDS-related sectors and ministries.
•Foster the project’s thought leadership in core technical areas including contributing leadership in own area of technical expertise and catalyzing technical leadership from across the project consortium.
•Manage direct reports, including the country leads; diagnostic networks and surveillance and evidence lead advisors; M&E and quality control manager; operations and finance director, and other staff.
•Oversee technical advisor pool including meeting STTA needs with field technical staff.
•Liaise routinely with the client on project planning, execution, contract and budgeting issues, and other high-level client management issues. Serve as primary POC for subcontractors.
•Set direction and coordinate annual workplan development and implementation. Identify opportunities for integrated planning and implementation to create synergies between program areas.
•Maintain close coordination with USG partner agencies to ensure mutual understanding, coordinated, synergistic, and non-duplicative plans, activities, results, and reporting.
•Ensure coordination of IDDS and broader efforts to maximize contributions toward GHSA and other infectious disease global targets.
•Mentor, support, supervise, and manage a team of highly qualified technical staff and align their efforts in concert with program goals to ensure rapid and sustainable results.
•Lead the partner consortium to leverage the full power of the partnership to meet project objectives and client needs.
•Ensure quality program implementation, including ensuring all program components are functioning (appropriate guidelines, supplies and materials, training programs, staff and consultants, etc.). Work with relevant staff to establish strong project policies and processes.
•Guide the analysis, synthesis, and reporting of outputs and results in collaboration with the IR3 team.
•Represent the project at outside meetings, conferences, and other client-endorsed events.
•Ensure that the project meets all contractual deliverables and reporting requirements.
•Review literature for new developments, promote best practices, policies, and emerging issues.
•Attend technical meetings, conferences, and workshops, and participate in relevant training events, sharing lessons learned, as well as presenting evidence.
