The Program Officer, Human Trafficking Prevention supports project-related responsibilities related to the human trafficking prevention initiative with a focus on supporting PCI’s growth in gender-related youth empowerment programs, including: 1) coordinating the day-to-day implementation of Project ROOTS in San Diego and other expansion cities, 2) supporting the Employers Ending Exploitation (E3) alliance to engage the business community in the fight against human trafficking, 3) organizing PCI’s human trafficking public awareness activities, 4) managing PCI’s internal human trafficking compliance, and 5) supervising program volunteers and interns.

Key Duties & Responsibilities:

Project ROOTS Youth Empowerment Program Coordination (35%)
Support the Sr. Program Officer in implementing program timeline and ensure benchmarks and program deliverables are met
Maintain Project ROOTS curriculum development, updates and enhancements- ensure it is age and culturally appropriate, continuously update the website, learning plans and activities, secure external program curriculum enhancements (i.e. guest speakers, field trips, etc.)
Assist in planning of facilitator capacity building, training and mentor support system (i.e. prepares space, develops materials, contacts presenters, debrief forms)
Handle administrative aspects of the programs (i.e. grant management, procurement, scheduling meetings)
Coordinate the Youth Advisory Committee with the District Attorney’s Office of Prevention
Manage Project ROOTS survey data entry
Maintain Project ROOTS website updates and online inquiries
Help prepare and develop required reports for donors, implementing partners and the PCI International Office
Support grant writing, proposal development and other fundraising activities, including the development of marketing and communication materials across the PHT portfolio.

Employees Ending Exploitation (E3) Alliance Support (25%)
Manage membership database and guide business partners (i.e. clients) on web portal experience
Work with MERL team to generate and analyze monitoring & evaluation data
Support implementation of E3 communications plan by contributing to production of newsletters, blogs, social media posts, etc.
Provide logistical support for outreach meetings, trainings, conferences, and networking events

Public Awareness Activity Support (25%)
Contribute to the strategy development process (i.e. conducts research, develops messaging, engages partners)
Manage the campaign implementation (i.e. hires consultants, media and communications management)
Monitor campaign results and reports to donors (i.e. Neeleys)
Under the guidance of the Senior Program Officer, conduct Human Trafficking 101 trainings to local entities upon request
Represent PCI at community collaborative meetings and share best practices with internal and external stakeholders

Internal Human Trafficking Compliance Management (10%)
Arranges PCI internal trainings on Human Trafficking
Works with field teams on collecting reporting protocols and procedures
Coordinates with the PCI compliance teams (Operations, Finance, People & Culture) on meeting donor compliance requirements and USG regulations on TIP policy

Program Intern Supervision (5%)
Support intern recruitment, onboarding and monitoring process

Position Parameters/Special Responsibilities Required:
Must be available for occasional local travel (within California and US)
May require extended hours during peak periods
Available for special events or trainings on evenings and weekends

Bachelor’s Degree with an emphasis on social work, public health, criminal justice, human rights, human trafficking, youth development or equivalent. Master’s Degree preferred. Minimum of 4-6 years professional experience with at least 2 years in a similar position 2-4 years’ experience with complex community programs and leading community collaboration, i.e. convening, coordinating, and providing administrative support to large and diverse groups of stakeholders, networks Knowledge and understanding of human trafficking and adolescent gender empowerment programs, survivor-centered and trauma-informed approaches Experience in administrative work Experience in public speaking, group trainings and presentations Strong communication skills, oral and written and excellent organizational skills Willingness to learn and respond to constructive criticism Proficient in MS Office (Excel, PowerPoint, Outlook) Knowledge in basic website development Able to work independently and as part of a team, taking input and guidance from a variety of staff Strong time management skills and ability to work with and respect deadlines Reliable transportation to and from work as well as outside meetings and events Ability to take initiative, solve problems and anticipate actions, and to use creative means to complete tasks A passion for the mission and values of PCI
