ICF is seeking an Operations Manager for a Safe Blood activity in Liberia under the USAID-funded Health Systems Strengthening Accelerator project.

The Operations Manager will coordinate logistics associated with stakeholder engagement meetings and short-term technical assistance visits. The Operations Manager will oversee the financial management of the in-country expenses and provide all necessary financial reporting for both internal monitoring and compliance with USAID requirements. The position will provide administrative functions such as compliance with local laws, procurement, and management of logistics and operations. The Operations Manager will be based in Monrovia, Liberia.

Background:

Postpartum hemorrhage (PPH), or excessive bleeding after childbirth, remains a leading cause of maternal mortality worldwide. Despite the significant progress made in skilled birth attendance and availability of proven interventions for prevention and management of PPH, timely access to blood transfusions as an essential component of emergency obstetric care remains a challenge in settings where the national blood supply and safe blood systems are inadequate.

The Office of Maternal and Child Health and Nutrition (MCHN) within USAID’s Bureau for Global Health is providing MCH core funds through two global health mechanisms—the Health Systems Strengthening Accelerator (HSS Accelerator) and Market Access and Innovative Financing (MAIF)—to develop and implement a program of work in Safe Blood in select countries. Specifically, the Accelerator and MAIF, in close collaboration with USAID Missions, will utilize the USAID Safe Blood Starter Kit (developed under the Advancing Postpartum Hemorrhage Care activity) in 3 program countries—Liberia, Malawi, and Rwanda—to help analyze existing blood systems, identify primary barriers/challenges to availability of safe blood for treatment of PPH, and identify solutions/opportunities.

In Liberia, the activity will advance interventions in select counties (Montserrado, Margibi, Bong, and Nimba) and facilitate national-level reform prioritization.

Activity Team and Reporting Procedures:

The “Safe Blood” activity is being collaboratively implemented by three organizations. Results for Development (R4D) is the prime contractor working in collaboration with Boston Consulting Group (BCG) and ICF. R4D will engage an expert consultant based in Monrovia, Liberia and provide project-level oversight. BCG will provide short-term technical assistance and technical oversight. ICF will employ the Operations Manager, who will work closely with R4D’s expert consultant. An ICF staff member in the U.S. will supervise the Operations Manager and the Operations Manager will have ongoing communications with the ICF home office in the U.S.

Responsibilities:

Plan and coordinate all stakeholder engagement meetings, including, for example, identification of venues for meetings, arranging transportation, communications, meeting facilitation, note-taking, payments to vendors, and other tasks associated with the convening of stakeholder meetings
Maintain reliable and accurate accounting records for all in-country activities
Produce monthly field reports for the ICF home office
Oversee any procurement undertaken as part of the Safe Blood activity
Ensure compliance with US Government, USAID, and ICF policies and procedures and local laws for finance, procurement, and labor/human resources
Maintain regular communication with R4D technical and operations staff—including through email and regular team meetings—and participate as needed in broader external meetings including Liberia Ministry of Health, BCG, and USAID
Support R4D team with input for quarterly reporting and work planning purposes as requested
Required Qualifications:

Bachelor’s degree in accounting, business administration, or project management
At least five years’ experience in project management in Liberia
At least two years’ experience planning and coordinating stakeholder engagement meetings
Familiarity with USAID and U.S. Government requirements
Ability to use MS Office tools, especially Excel and Word.
Excellent oral and written communications skills in English
Ability to work in Liberia
Ability to travel in Liberia
Preferred Qualifications:

Experience providing similar services on a USAID project
Knowledge of maternal health challenges in Liberia
Understanding of the structure of the health system in Liberia
Prior experience working with the Ministry of Health
Professional Skills:

Detail-oriented and highly skilled in organizing meetings for sets of stakeholders
Excellent management, leadership, decision-making, and interpersonal skills, including being a good speaker and sympathetic listener.
Excellent presentation ability, as well as experience working with an intercultural team in a development context.
