JOB DESCRIPTION

The Johns Hopkins International Injury Research Unit (JH-IIRU), within the Health Systems Program in the Department of International Health at the Johns Hopkins University Bloomberg School of Public Health, is seeking candidates for a Senior Research Associate or Assistant Scientist position to serve as Operations Manager for a new USAID-funded project, Learning, Acting and Building for Rehabilitation in Health Systems (ReLAB-HS).

ReLAB-HS aims to support development of health systems that are responsive to the escalating challenge of addressing the growing needs for rehabilitation within populations. It seeks to co-design and implement innovative, comprehensive, cost-effective interventions that strengthen health systems for provision of rehabilitation including assistive technology. ReLAB-HS will focus on integrating rehabilitation and assistive technology services across all levels of care within health systems. The ReLAB-HS consortium comprises of six international partners with expertise in health systems, implementation science, and delivery innovations.

SPECIFIC DUTIES & RESPONSIBILITIES:
This is a full-time position supporting an anticipated five-year project.

The position will report to the Program Director, and as part of Program Management, will work closely with the Program Steering Committee and Country Coordinators in planning project activities, including providing technical input on program components, and will assist with liaising with USAID to ensure the efficient and successful implementation of the project’s activities, timely reporting, and compliance.

Responsibilities include:

– Overseeing day-to-day operations for the program, both in partner learning countries and overall. This includes oversight of the Administrative and Technical Support teams, as well as, the Country Coordinators.
– Providing effective leadership and supervision of the implementation and integration of program activities and interventions.
– Streamlining timely and consistent reporting on operations to program leadership, USAID, in- country partners, and other stakeholders as needed.
– Assisting in the formulation of annual work plans in cooperation with the Steering Committee and Country Coordinators and assessing project milestones.
– Ensuring due diligence and compliance with ReLAB-HS and USAID’s policies and regulations, including overseeing the budget and audit trails of the project.
– Contributing to the overall program planning and monitoring, evaluation, assessment, and learning plan.
– Providing support to ReLAB-HS’s Program Management in representational programmatic, strategic development, and quality control duties.
– Serving as the primary liaison and manager of contracts with partners, consultants, and accelerator grant awardees.
– Manage day-to-day interactions with USAID AOR with support from the project director.
– Managing effective team structures to meet program goals.

QUALIFICATIONS
MINIMUM QUALIFICATIONS (MANDATORY):
  • A masters’ level degree required in public health, business administration, or related field (Doctoral degree required for Assistant Scientist level)
  • At least five years of significant relevant experience managing donor-funded programs
  • Demonstrated experience managing operations, finance, HR, subcontracts, logistics, grants mechanisms, and security for donor-funded programs in insecure environments
  • Demonstrated knowledge of USAID policies and regulations regarding financial management systems and reporting, procurement processes, and grants management
  • Ability to travel internationally or domestically upon short notice
PREFERRED QUALIFICATIONS:
  • Experience working in similar USAID-funded positions strongly preferred
  • At least ten years of experience in international health or related programming
  • Advanced degree in in public health, business administration, or related field
  • Experience in conflict, post-conflict, or transitional state environments
SPECIAL KNOWLEDGE, SKILLS, AND ABILITIES:
  • Must have excellent management ability.
  • Must be detail oriented.
  • Proven ability to effectively engage partners and manage multi-partner consortia required.
  • Must have excellent written, communication, and interpersonal skills; organizational and management skills; and the ability to handle multiple tasks to fulfill the diverse and complex technical and managerial requirements of the initiative and to effectively coordinate with a wide range of regional stakeholders.
