PSI seeks energetic and organized candidates with significant monitoring and evaluation experience for the position of M&E Manager for an anticipated 5-year USAID-funded SBC project. The project is in support of the Mission’s health sector goal of ensuring that Cambodians seek and receive high-quality health and social services at decreased financial hardship through sustainable systems. The project will accomplish this result through two specific objectives: 1) strengthened public sector systems for oversight and coordination of social behavior change (SBC) at the national and provincial levels; and 2) improved ability of individuals to adopt healthy behaviors. The project will work primarily in the areas of maternal and child health (MCH), tuberculosis (TB), and malaria with attention to other health areas, such as family planning, nutrition, water and sanitation (WASH), or other development sectors, as other funds become available.
Confirmation of the position is contingent upon award, and the estimated start date is March 2018.

QUALIFICATIONS
Your contribution • Ensure the application of global best practices in the generation and use of routine data for this project, taking into account PSI/Cambodia's existing monitoring system; • Design data quality assurance mechanisms and validate data; • Work with project staff to analyze routine monitoring data to provide evidence to develop impactful innovative SBC interventions and ensure continuous improvement, with a particular focus on the use of programmatic dashboards for decision making; • Build the M&E capacity of both local organizations and the government to design, implement, and monitor M&E activities, develop an M&E plan, and use SBC data effectively across various levels of the health system; • Responsible for oversight of all M&E components of the project including project's logical framework, M&E Plan, annual work plans, quarterly reports, semi-annual and annual reports; • Design and implementation of M&E tools and checklist to measure project impact that align with the project's strategic goals and performance indicators; • Coordinate data entry and processing and develop a data analysis plan according to reporting requirements; • Interact with the donor, government stakeholders and other stakeholders and partners on M&E-related matters, including providing regular updates on program accomplishments and challenges. What are we looking for? • Masters degree in public health, health informatics, information sciences, behavioral sciences, epidemiology, population studies, or a related field; • At least 5 years' experience designing and implementing M&E activities for complex programs (preferably in SBC); • Proven experience designing and implementing M&E frameworks, including: routine data collection, data quality assurance, and data use (preferably for public health and SBC interventions); • Experience in measuring activity outcomes and supporting activity supervision in M&E; • Experience in data collection, aggregation, analysis and report writing; • Well organized, strong writing and organizational skills, excellent interpersonal skills, mentoring and capacity building skills; • Familiarity with PSI's M&E tools and methodologies a plus; • Knowledge of DHIS2 desirable; • Ability to interpret data and explain findings to non-technical audiences; • Ability to communicate clearly in English, including speaking and writing; • Ability to travel and stay overnight at field.
