Monitoring, Evaluation and Learning Officer
GHA is seeking an experienced, skilled, and enthusiastic Monitoring, Evaluation, and Learning (MEL) Officer to play a key role in advancing MEL across the organization. This role will work to advance GHA’s monitoring and evaluation capacities and help the organization to become a more effective learning organization, one better able to assess the impact of our work and to continuously improve our programs. The MEL Officer will work to strengthen Organization-wide MEL systems and capacity, foster a culture of learning, and advance innovative MEL practices.
The MEL officer will be responsible for designing and implementing the MEL systems and activities of GHA’s programs; and works in close collaboration with the programs team, data contractors, grantees, government, non-government, and civil society organizations. This is a full-time, exempt position reporting to the Vice President.
Key Responsibilities
Provide monitoring, evaluation, and learning (MEL) technical assistance to the GHA’s teams, grantees, and partners working in the areas of strengthening governance, empowering women and children, community health resilience, and/or international cooperation
Suggest strategies for improving the efficiency and effectiveness of programs by identifying bottlenecks in completing program activities and developing plans to minimize or eliminate such bottlenecks
Develop and strengthen monitoring, inspection, and evaluation procedures
Monitor all program activities, expenditures, and progress towards achieving the program outputs
Recommend further development of the organization’s theory of change and logical framework
Develop MEL training materials and contribute to efforts to build staff, grantee, and partner capacity through in-country and remote training, MEL community of practice, online webinars, and other forms of engagement
Develop monitoring and impact indicators for programming success
Support and contribute to the organization’s Annual Results Report and other periodic, high-level reviews and evaluations of country programs and thematic program areas to capture the organization’s impact over time
Monitor and evaluate overall progress on achievement of results
Monitor the sustainability of programming results
Provide technical input for, design, and implement evaluations, M&E frameworks, organization-wide MEL practices and standards, data collection instruments and methods, data analysis, and data visualization
Support the organization’s efforts to advance research, adaptive management, data responsibility, and culturally responsive and equitable MEL practice
Provide feedback to the Program teams on program and project strategies and activities
Provide technical assistance to proposal development, as needed
Attend meetings and conferences as needed to maintain the knowledge and skills required for the position
Perform other duties as required

Design of MEL systems and tools
Preparation of monthly MIS reports
Assist the Program team in preparing other relevant reports
Organize and conduct training on M&E/MIS for grantees, partners, and team
Assist the Program team in the preparation of reports on the findings and lessons learned from program innovations
Provide input and update information related to program outcomes to the GHA website
Assist Program team in preparing monthly and quarterly reports on project progress based on MIS reports on project activities
Prepare and maintain the database
Develop and maintain data analytics and visualizations for programs

Required Skills and Experience
Education: Degree preferably in Social Sciences, Public Health, Information Systems, Business Administration, or related field.
Experience:
At least 5 years of experience in the design and implementation of M&E/MIS in health and development projects implemented by national/international NGOs/UN bodies/Governments
Experience in designing tools and strategies for data collection, analysis, and production of reports
Experience in designing and conducting evaluations
Proven ICT skills, especially in the development of MIS software using database software
Expertise in analyzing data using statistical software
Strong training & facilitation skills
Language Requirements:
Excellent knowledge of English (written/oral/comprehension). French an advantage

Compensation This is an outstanding opportunity to contribute to a highly effective nonprofit’s dynamic team. The salary range is $63,000 to $71,000.
