The Monitoring, Evaluation and Learning (MEL) Advisor will work as a member of the integrated SCOPE RMNCH team to provide technical assistance and lead all routine monitoring and evaluation, program learning, and dissemination of project results. This position will also provide technical support for other MEL activities across the SCOPE portfolio.

Overall responsibilities include working closely with country-based MEL teams to operationalize and implement the methods specified in the program monitoring plan (PMP) to track RMNCH health program performance and capture results – including the development of an information system to ensure community-level health activities and data are monitored. S/he will contribute to efforts to monitor and evaluate program interventions and document results, oversee collection and reporting of RMNCH health service delivery data and program processes against the indicators, supervise/backstop MEL activities within country programs, and ensure the quality of all M&E capacity-building activities.

S/he will work collaboratively with other team members on program planning, implementation, and the adjustment of program activities based on qualitative and quantitative data information obtained through innovative, participatory methods and standard approaches. The MEL Advisor will also be responsible for overseeing the operational research and learning activities within the project in collaboration with the Senior Technical Advisor, including special studies, evaluations, household surveys and qualitative research to inform programming. The MEL Advisor will represent the program on key MEL to external and internal stakeholders.

SCOPE seeks strengthen the local monitoring and evaluation (M&E) and health management information systems (HMIS). The MEL Advisor will contribute to the monitoring and documentation of program results and learning, supervision of SCOPE M&E activities for health at the national level, managing data collection and reporting of service delivery data against program/USAID indicators. S/he will incorporate best practices to ensure information collected is accurate and timely, and disseminated appropriately in high quality reports.

This position is not open to candidates who live in Colorado.

ESSENTIAL FUNCTIONS:

Program M&E system development and management

  • Lead, under the guidance of SCOPE’s SCOPE Senior Technical Advisor the updating, tracking, and reporting on appropriate health indicators and targets. This includes supporting updates to and the implementation and monitoring of the program’s PMP
  • Work closely with the program’s SCOPE Senior Technical Advisor and other technical program staff to help create and maintain project data in the program’s M&E databases, and to encourage the use of this database to track the progress of program implementation
  • Work closely with other technical program colleagues to harmonize and coordinate data collection, reporting, and organizational/government M&E capacity building efforts/activities across SCOPE’s various technical areas (i.e., reproductive, maternal, newborn, and child health), as appropriate
  • Contribute to program reporting and work planning and provide oversight of planned program activities. Participate in workplan and budget reviews and contribute to modifications as required
    Work closely with the country program teams to design, implement and supervise country M&E activities. Ensure that lessons learned are integrated into project implementation to continuously improve the quality of interventions and outcomes
  • Assist SCOPE’s COP, as needed, to develop and implement quality control and quality assurance mechanisms to ensure completeness, accuracy, and consistency of reporting at all levels, especially as related to community-based data collection and program indicators
  • Support SCOPE team’s efforts to develop the capacity of program staff and program counterparts at all levels to participate in and support project monitoring and evaluation activities, and data use for programmatic decision-making, including developing and leading trainings for program staff, implementing partners, facility staff and community mobilizers
  • Support efforts to utilize training monitoring systems to track and monitor trainers and participants at training events to facilitate follow-up and recordkeeping. Support the program technical team to utilize the training data collected to inform strategic decision-making and project planning
    Develop and facilitate use of data dashboards to allow for visualization of monitoring data and adaptive management by project staff

Program learning, knowledge management and dissemination

  • Lead and/or contribute to the design and conduct of targeted evaluations and operations research, including design, writing of research protocols, liaising with research partners, conducting of research, data collection, management and analysis, writing and dissemination of research results
  • Ensure that study protocols and learning plans comply with high methodological standards and ethical research processes and principles
  • Promote, facilitate, and document both formal and informal learning experiences that emerge during program implementation. This includes sharing knowledge, experiences, and best practices with other SCOPE colleagues and program partners; supporting process documentation and dissemination around program implementation; highlighting success stories and examples of “positive deviance” around what is working; and stimulating creative thinking around how to improve performance, data management, and data use
  • Contribute to the drafting/development of success stories, case studies, conference abstracts, and other materials and messages that demonstrate program achievements and progress and are in compliance with donor and branding requirements
  • Track the progress of research and learning activities and identify needs for further technical or operational support in coordination with the SCOPE Senior Technical Advisor.
  • Support program learning and dissemination capacity development among program staff, sub-grantee partners, and other partners

Performance monitoring

  • Provide day-to-day technical leadership at the global level to help ensure that all USAID planning and reporting requirements related to M&E for program activities are met by the program, and that these M&E approaches are sound, evidence-based, and responsive to the needs of the country
  • Provide regular updates on program activity progress/results to senior management and technical program staff in country and/or at Home Office as requested. Proactively flag program performance issues for action as they arise, in close collaboration with other senior SCOPE management and technical staff. Initiate and/or facilitate periodic internal program planning and review exercises
  • Support country teams in the compilation, analysis, and presentation of M&E data at various levels, to encourage the use of information for decision making
  • Participate in routine management meetings and participate/convene regular technical meetings with SCOPE’s M&E team and with SCOPE’s US-based Home Office program team, as needed
  • Promote the transparent, timely, and consistent flow of information and internal and external communications as required
  • Work with SCOPE staff and partners to identify short-term technical assistance needs and opportunities to strengthen technical approaches and implementation for Program MEL activities

Program documentation and reporting

  • Contribute to progress and semi-annual reporting to USAID by providing written documentation of M&E activities and indicator results for program activities
  • Under the direction of the SCOPE Chief of Party, contribute to the development and/or reviews of USAID bi-annual and annual technical progress reports, annual workplans, and other key program deliverables as required

Support External Engagement

  • Oversee the publication and dissemination of information on successful and promising approaches, lessons learned and other program results to program partners, donors, and other key stakeholders
  • Liaise with project partners, USAID staff, government partners, policymakers, and other key stakeholders to coordinate the dissemination and application of results
  • Author/co-author abstracts, presentations, and articles for journals and conferences
  • Represent SCOPE and WR at external conferences and events

Build Capacity of Local Level MEL Staff

  • Supervise an M&E Technical Officer, fostering successful performance by exercising best practices of management and building capacity to support MEL activities as needed
  • Work with Knowledge Management Advisor to establish Community of Practice to foster a community of learning and build the capacity of local level M&E staff
  • Carry out regular check-ins with country office MEL staff to ensure progress
  • Support M&E capacity development among program staff to strengthen the quality and completeness of program data (including by promoting the use of data quality self-assessment techniques), and for the improved collection, management, and use of data for decision making
  • Participate in and support national efforts to improve the Health Information Management Systems (HMIS)

Perform any other duties as requested by supervisor

QUALIFICATIONS
KNOWLEDGE, SKILLS & ABILITIES:
  • Demonstrated understanding of and experience with USAID reporting frameworks and indicators
  • Experience in using quantitative and qualitative methodologies, conducting operations research, reporting, and analyzing and presenting data. Demonstrated experience in the presentation of results for the purpose of sharing best practices and to inform decision –making
  • Some familiarity with the HMIS in Kenya, Malawi, Haiti and/or South Sudan, including DHIS2 and other M&E systems
  • Technical knowledge of and experience using various applied research and M&E techniques; ability to link information systems to program implementation
  • Excellent technical writing and communications skills, including demonstrated technical writing skills for publication; ability to “tell a story” with data, and to explain the “so what” of data when writing program reports
  • Experience communicating across cultures
  • Experience with statistical analysis, database, and/or data visualization software such as ODK, ONA, R, NVIVO, PowerBI
  • High proficiency in Microsoft applications (Word, Excel, PowerPoint)
  • Demonstrated experience in planning and managing robust program assessments and evaluation, including household surveys
  • Ability to work in a virtual operating environment with minimal day-to-day supervision, and to prioritize multiple tasks and deadlines with pressure to perform
  • Ability to travel to hard-to-reach communities up to 25% of the time for program monitoring, data collection, supervision, and technical and capacity-building support
  • Proven ability to motivate and mentor other colleagues, with demonstrated experience and skills in training and capacity building
REQUIREMENTS:

  • Master’s degree (or higher) in public health, epidemiology, biostatistics, statistics, social sciences, or relevant field required
  • At least 5 years of experience in the design and implementation of M&E, research, and dissemination for public health programs. Community-based programming preferred
  • Excellent oral and written communication skills in English., additional language skills preferred
  • Committed to continual professional development and skill development in MEL practices and methods
  • Must be able to establish strong relationships cross culturally
  • Ability and willingness to travel, including to unstable and non-permissive environments
