Job Description

The Information Technology (IT) Specialist will provide support to the USAID-funded Infectious Disease Detection and Surveillance (IDDS) Project within ICF’s International Health and Development Division. This role is tasked with (1) developing project management process, tools and templates for use by the project team as well as (2) providing IT technical expertise within the project. The individual in this role will need to operate independently (with strong oversight from a non-IT project director) across the project and organization to be successfully in this role. They will also need use their strong technical IT background coupled with good communication skills to articulate IT concepts to non-technical team members and project stakeholder. The IDDS IT specialist role will begin by implementing project management process/tools within the project team and transition to providing IT technical expertise to meet project work plan deliverables.

Key Responsibilities
•Provide substantive advice and recommendations on project management best practices based on current project needs.
•Provide IT technical expertise to identify big picture project IT needs, develop appropriate IT solutions options and work to facilitate their implementation.
•Work independently but collaborative with project the project team to develop and implement project management process and tools that form the foundation for facilitate optimal project operations on a day-to-day basis.
•Manage and support platforms developed for project management and collaboration purposes such as SharePoint, Trello, and GitHub etc.
•Train, coach and mentor project team to routinely use new project management tools and processes.
•Research, identify, evaluate and work to implement/customize off-the-shelf IT products and software that can implemented as part of project work plan deliverables to meet project objectives.
•In consultation with ICF subject matter experts develop and implement IT related policies for the project such as data sharing and protection policies.

QUALIFICATIONS
Required Qualifications: •Bachelor’s degree in computer science, software engineering, information systems, related technology field or business administration with an IT concentration/major. •8 years’ work experience; experience should combined the following: •5yrs as IT professional in systems development, operations and maintenance of application or consulting to implement IT solutions, •2 years’ work experience implementing project management templates, tools and processes as part of a PMO or as a project manager with and •1yr hands-on experience setting up project management templates/tools using SharePoint, Excel, Trello, and GitHub etc. •Excellent communication skills to articulate IT concepts to non-technical project stakeholders •Strong technical writing skills including developing IT policy documentation such as data security plans etc. •Willingness to travel to lower or middle income countries for approximately 25% time. •Ability to train, coach and mention people to adopt new processes and tools for use in their day-to-day project work.Preferred Qualifications: •PMP Certification •Experience working with or in low technology resource environments. •Interest in and commitment to international development outcomes. •Fluent in the French language.Professional Skills: •A strong self-starter especially in self-teaching and exploring new technologies and technical concepts. •Ability to work cross-culturally. •Excellent verbal, interpersonal and written communication skills •Strong analytical, problem-solving and decision making capabilities •Team player with the ability to work in a fast-paced environment
