Background: This position will provide health informatics support to a number of health systems strengthening projects in the International Health and Development Division. This role will represent project capabilities in data exchange, system deployment, system design, and data analytics with a wide range of stakeholders including Ministries of Health, international donors, U.S. Government Agencies and partner organizations. This role will be responsible for the design and deployment, implementation, use, and evaluation of information, communication, and technology interventions for low- and middle-income countries.

Key Responsibilities:
•Maintain state-of-the-art knowledge of the digital health landscape around the world and in particular, low-and middle-income countries
•Contribute to the development of scopes of work and work plans that respond to client needs
•Participate in digital health assessments, disseminate results and lead discussions finding feasible solutions
•Identify and define user requirements and system architecture design for digital health solutions
•Collaborate with communities of practice and contribute to the development of digital health global goods including global guidance and standards on digital health
•Track digital health developments in low-and middle-income countries to understand their digital health needs, and identify appropriate innovative solutions
•Contribute to documentation and dissemination of lessons learned from health informatics activities
•Code and deploy IT solutions
•Manage IT vendors in support of project objectives.

Basic Qualifications: •Advanced degree in systems engineering, computer science, information systems, health informatics or associated field. •Understanding of challenges and solutions of interoperability of health information systems for countries at different stages of digitization of their information systems •A minimum of 8-10 years of experience in deploying health informatics projects •Demonstrated experience working in low resource settings and/or data management, routine health information systems, design and implementation of digital health solutions and M&E. •Experience in implementing informatics solutions to catalyze the use of health information including digital health, mHealth, and electronic medical records. •Understanding of USAID or similar US Government operating environment and familiarity with Agency rules and regulations. •Ability to serve as a liaison between developers and users of programs/technology platforms •Proven ability to work constructively and collaboratively with diverse stakeholders and the ability to work within a multi-disciplinary team. •Willingness to travel internationally Preferred Experience: •Familiarity with global health informatics standards including Integrating the Healthcare Enterprise (IHE), HL7. •Understanding of global health issues •Additional language skills is an added advantage •Project Management Professional (PMP) Certification Professional Skills: •Excellent organizational and time management skills including ability to meet deadlines, prioritize competing responsibilities, and respond flexibly to changing •Strong analytical, problem-solving and decision-making capabilities •Excellent communication and interpersonal skills to work with clients, partners and team members. •Strong presentation and facilitation skills. •Demonstrated ability to work independently and to function as an integral part of a team in a rapidly changing work environment, frequently operating without direct supervision •Excellent writing and presentation skills including the ability to present complex technical concepts in a clear, concise manner to audiences with varying levels of technical understanding •Team player with the ability to work in a fast-paced environment
