Global Communities is seeking a Information Systems & Data Analyst to join the COVID-19 Response team at the headquarters in San Diego, CA.

The Information Systems & Data Analyst supports project efforts in partnership with the County of San Diego to mitigate the spread of COVID-19, implement COVID-19 prevention and control efforts, and support additional funding opportunities that arise within the organization.

The Information Systems & Data Analyst will maintain and implement efficient and effective management information systems (MIS) for Global Communities COVID-19 program activities in San Diego. This position will be leading operations of current systems as well as developing improved monitoring and evaluation systems to track and report program progress. This position is a member of the organization’s Domestic Programs team, based in San Diego, but works primarily in a remote setting.

Assist in business requirements gathering by identifying priority information needs, gathering stakeholder requirements, and mapping data for data analysis and visualization products.
Translate business requirements into technical specifications, data models, data mapping and transform (ETL) rules.
Guide project teams on appropriate data infrastructure, schemas, tools, and processes.
Create prototypes and mock-ups of data products and visualizations (including dashboards) based on stakeholder requirements
Support the integration of data visualization tools and products into routine data review and program monitoring processes, working with stakeholders to develop and interpret data insights
Develop processes and solutions for managing datasets and leading internal data quality checks in alignment with program operations
Analyze data and development of analytics and/or reporting tools to support meaningful, actionable data use by project and communication to stakeholders
Design, develop, and test current technologies used for the project implementation guidance and support, either ad hoc, or as part of the project team structure
Participate in the development of internal resources to build organizational capacity in the use of applied technology, including development and ongoing improvement of organizational knowledge management processes
Support troubleshooting of team members on program IT platforms
Fulfill other duties, as assigned by the Program Director and IT Specialist

Experience working with government agencies and public, HIPAA-protected data beneficial.
University degree/diploma in related subjects preferred. Knowledge/training in statistics and computer statistical packages will be an added advantage.
Strong computer skills including ability to work comfortably with one or more of the following data collection and management platforms: CommCare, ODK based tools, and/or GIS platforms.
Familiarity with programming languages and software development methodologies, including experience working in Agile Project Management or similar frameworks is a plus.
Proven experience and/or interest in cultivating centers of innovation and new technology within large organizations.
Advanced skills in using data visualization platforms such as advanced Excel visualizations, Tableau, or Power BI desirable.
The ability to grasp medical/ epidemiological terms.

Undergraduate degree in a related discipline and a minimum of 6 years of relate work experience or a minimum of 8 years of related work experience Comfortable dealing with ambiguity and enjoys working on new challenges every day.
