The Director, Monitoring & Evaluation (M&E) is responsible for ensuring program quality and effectiveness across all Global Health projects. The M&E Director ensures programs and proposals are designed to have measurable impact on our beneficiaries with appropriate reporting indicators. The position is responsible for monitoring program performance and maintaining program information in our electronic information system. The M&E Director promotes learning and capacity building in M&E throughout Project HOPE including developing and implementing M&E standards, guidelines, and tools.
1. Ensures that programs are designed to have measurable impact on program beneficiaries. Oversees the creation and review Program Designs, Performance Indicator Frameworks, and M&E plans for proposals.
2. Oversees review of quarterly program results to ensure programs are achieving desired outcomes. Works with Project HOPE Center, regional, and technical staff to form plans to ensure that programs are on the path to successful performance.
3. Functions as the point person for communicating program results to senior management and headquarters departments.
4. Collaborates with field and program staff on start-up M&E activities, ensuring that indicators, targets, and an M&E plan are in place for each program.
5. Support the field in the design and implementation of appropriate M&E systems to monitor performance and improve management in accordance with donor requirements and industry practices to track performance at the project level.
6. Provide guidance on, and as needed leads, the design, collection, analysis, use and dissemination of baseline, mid-term and end-of- project information via evaluations and surveys that use a range of quantitative and qualitative methods.
7. Advises on Project HOPE’s Monitoring & Evaluation and Program Management System, DevResults, for data structure, indicator creation, data housing and reporting.
8. Responsible for supporting program and technical teams in developing and submitting abstracts for publication and presentation at conferences. Support the field in developing posters, articles, and oral presentations. Responsible for data quality of all external publications and publications.
9. Support Operational Research, leading or contributing to design, methodology, and dissemination for publication in peer reviewed journals.
10. Support country staff in close out of programs, ensuring that final program results are available for dissemination.
11. Contributes to a collaborative learning organization by mentoring and conducting training of field and headquarters staff in M&E methodologies and participate in other information sharing techniques to disseminate better practices and case studies.
12. Supervises M&E function working with HQ and field staff— for the implementation of M&E policies and information dissemination across all HOPE programs.
13. Travel to the field to conduct program monitoring and review of M&E systems; and train and support program staff on data quality, improved M&E processes, and utilizing results.
14. Represent Project HOPE in various professional, multi-agency and donor forums related to program monitoring and evaluation.
