ICF is recruiting for a Deputy Project Director to support the USAID funded Demographic and Health Surveys (DHS) Program in Rockville, MD. Join the longest enduring survey program for low and middle-income countries providing technical assistance to participating countries for the implementation of household and facility-based surveys.
The DHS Deputy Project Director will work together with the DHS Project Director to provide vision and leadership to DHS and help to carry out overall contract management and oversight functions. This is a full-time position, requiring overseas travel up to 30% of the time.
What you’ll do:
•Work closely with the project director to provide leadership and vision to The DHS Program
•Negotiate surveys in host-countries including survey questionnaire and biomarker content and budgets
•Provide technical leadership for survey data collection and analysis and use of DHS data
•Provide direction and oversight to ensure high quality implementation of 30-40 surveys at any given time
•Supervise and mentor a diverse team of technical and support staff including survey managers
•Work with contracting staff to create subcontracts with implementing agencies and other organizations
•Manage and oversee timely communications with USAID, other donors, and host-country implementing agencies and ministries
What experience you need:
•Advanced degree in demography, public health, epidemiology, or related health, medical, or social science discipline
•At least 10 years of experience in the management of large-scale international health or development projects, with proven capacity in managing and supervising a diverse team of technical and support staff
•At least 7 years of experience in managing or implementing population-based and/or facility-based data collection
•Demonstrated competence working within United States Government (USG) regulations and procedures
•Proven experience in establishing working relationships and collaborating with host country governments and either USG, bilateral, or multilateral donor agencies
•Fluency in spoken and written English
•Strong understanding and experience with the analysis of population-based and/or facility-based data
•Doctorate degree in demography, public health, epidemiology
•Demonstrated experience in facilitating the dissemination and use of population-based and/or facility-based data in developing countries
•Fluency in French, Spanish, Portuguese or Arabic
•Proven expertise in survey budgeting and subcontract development
