Chief of Party
The International Rescue Committee (IRC) seeks a Chief of Party (COP) for the $25 M – 49.9 M PROPEL(Promoting Results and Outcomes through Policy and Economic Levers) Round 2 opportunity.
Overall, the PROPEL Annual Program Statement (Promoting Results and Outcomes through Policy and Economic Levers) will focus on policy, advocacy, health financing and governance activities as well as technical assistance, and transition initiatives for family planning and reproductive health (FP/RH), and FP/RH integration with maternal health, HIV/AIDS and other health areas. FP/RH integration across health, gender, youth, health equity, capacity development, and private sector engagement are all central to this APS. For Round 2 – PROPEL Adapt – the specific focus will be on policy, advocacy, financing, and governance (PAFG) unique to fragile settings, including responses to country epidemics or global pandemics such as COVID-19.
Major Responsibilities
As COP you will lead a consortium of NGOs and other partners in implementing all aspects of the project. You will provide overall technical, administrative, operational, and logistical management, with a focus on achieving the project’s objectives/results. You will be the primary liaison for the project with USAID, other donors and institutions, implementing partners, technical agencies, and other actors.
You will also handle the acquisition and supervision of financial and human resources. The COP bears responsibility for ensuring the quality and timeliness of all deliverables. You will ensure effective coordination of project activities with those of relevant governments, international organizations, and other USAID-funded MNCH/FP awards. The COP will ensure implementation follows IRC and USAID regulations and liaise regularly with USAID agreement officers, technical support staff, sub-grantees, and implementers of other USAID-funded initiatives.
