The International Rescue Committee (IRC) seeks a Chief of Party (COP) for the $25 M – 49.9 M PROPEL(Promoting Results and Outcomes through Policy and Economic Levers) Round 2 opportunity.

Overall, the PROPEL Annual Program Statement (Promoting Results and Outcomes through Policy and Economic Levers) will focus on policy, advocacy, health financing and governance activities as well as technical assistance, and transition initiatives for family planning and reproductive health (FP/RH), and FP/RH integration with maternal health, HIV/AIDS and other health areas. FP/RH integration across health, gender, youth, health equity, capacity development, and private sector engagement are all central to this APS. For Round 2 – PROPEL Adapt – the specific focus will be on policy, advocacy, financing, and governance (PAFG) unique to fragile settings, including responses to country epidemics or global pandemics such as COVID-19.

Major Responsibilities

As COP you will lead a consortium of NGOs and other partners in implementing all aspects of the project. You will provide overall technical, administrative, operational, and logistical management, with a focus on achieving the project’s objectives/results. You will be the primary liaison for the project with USAID, other donors and institutions, implementing partners, technical agencies, and other actors.

You will also handle the acquisition and supervision of financial and human resources. The COP bears responsibility for ensuring the quality and timeliness of all deliverables. You will ensure effective coordination of project activities with those of relevant governments, international organizations, and other USAID-funded MNCH/FP awards. The COP will ensure implementation follows IRC and USAID regulations and liaise regularly with USAID agreement officers, technical support staff, sub-grantees, and implementers of other USAID-funded initiatives.

This position is contingent on award from USAID.

Experience and Qualifications
• Master’s degree or equivalent work experience in a relevant field
• Minimum of 10 years of substantial experience in Reproductive Health/Family Planning, policy development, governance, and/or health financing.
• Successful experience as Project Director/COP of large donor-funded technical assistance teams for activities of similar magnitude and complexity in fragile contexts.
• Demonstrated ability to work collaboratively in a cross-cultural environment with other implementers and teams carrying out USAID and other donor-funded programs, including activities in different sectors
• Adept in strategic planning, budgeting, adaptive management, and supervision
• Experience in leading similar projects in fragile and conflict-affected settings, involving management of multi-million dollar budgets/portfolios and coordination with multiple programs and partner institutions.
• Extensive expertise in policy development and implementation, health governance, and costing/cost-effectiveness of FP/RH interventions and programs and demonstrated knowledge of health policy development and implementation cycles.
• Strong understanding of research utilization and evidence-based program scale-up.
• Experience in applying conflict sensitive approaches within project design.
• Strong leadership, analytical and organizational skills.
• Excellent interpersonal skills and ability to interact professionally with donor, project partners, in-country collaborators and staff at all levels of the organization. Proven ability to convene/chair high profile meetings and productively interact with a wide range of organizations (e.g. government, private sector, NGOs, and research institutions).
• Experience in employing results-based management and M&E frameworks as a primary management tool.
• Understanding of USAID procurement processes and procedures.
• Strong written and oral presentation skills in English.
