NOURISH is a five-year ((June 2014- June 2020) USAID and Feed the Future-funded integrated nutrition, hygiene and sanitation project. It was launched in June 2014. It is led by Save the Children, and implemented in collaboration with the Royal Government of Cambodia (RGC), two international organizations —The Manoff Group and SNV—and three local NGO-partners—Partners in Compassion, Operations Enfants du Cambodge, and Wathnakpheap. NOURISH works to assist RGC in accelerating stunting reduction by focusing on key determinants of chronic malnutrition across different sectors. NOURISH aims to reduce anemia in women and children and reduce the proportion of children who are stunted focusing on “first 1,000 days” families. It is implemented in 565 villages across Battambang, Pursat, and Siem Reap provinces. NOURISH achieves its objectives through improving community delivery platforms to support improved nutrition, creating demand for health, WASH, and agriculture practices, services, and products, expanding supply of agriculture and WASH products using the private sector, and enhancing capacity of sub-national government and civil society for integrated nutrition programming.
What You’ll Be Doing (Essential Duties)
The Chief of Party (COP) is responsible for providing technical leadership and overall management direction for the project including managing two international and three local partners. S/he is also responsible for guaranteeing the quality and timeliness of all project deliverables, developing program approaches and strategy, and representing the project with project counterparts, USAID, RGC, other donors within the sector, and other programs and projects as necessary. S/he is ultimately responsible for ensuring full compliance with Save the Children’s Cooperative Agreement with USAID, overseeing implementation of all project activities and reaching project targets as per approved monitoring and evaluation plan. S/he is responsible to manage the project close out.
The Director, Project Implementation of SCI Cambodia will be the direct supervisor, and the Sr. Director, Nutrition of SCUS will be the second line supervisor. The Cop is based in Phnom Penh, Cambodia. S/he will manage a team of technical advisors and regional managers.
Strategic Direction and Planning (40% Level of Effort)
•Lead the project’s strategic, financial, and operational planning, including the annual work planning processes.
•Provide strategic guidance, strong leadership and ensure technically sound decision-making processes.
•Lead all key negotiations and decision making with USAID and Royal Government of Cambodia
•Lead and motivate the project teams in the areas of responsibility in the delivery of the project’s goals and objectives.
•Take full responsibility for the delegated budget holding function on the programmatic aspects of the managed grant, participate actively in finance meetings and contribute to financial decision making.
•Represent the project and Save the Children with USAID, Royal Government of Cambodia, donors, and partners and at all relevant fora.
•In collaboration with their senior management, determines and communicates the Strategy and Operational Plan for their functional area
Management, Implementation and Technical Excellence (40% Level of Effort)
•Line-manage senior leadership and key personnel of the project staff in the areas of responsibility.
•Lead, manage and motivate the project’s staff, ensuring they have clear objectives and receive meaningful feedback on their performance regularly, in collaboration with the human resources department.
•Identify capacity building requirements of staff in collaboration with the human resources department.
•Lead on capacity building of staff and partners through coaching, mentoring and training.
•Oversee implementation of technical elements of the project—Conditional Cash Transfers, integrated stunting prevention campaign, integrated vouches, business service centers, etc.
•Ensure program and award deliverables of the project including project close out.
•Ensure project related program, finance and award documents and reports are posted in AMS.
•Ensure regular monitoring and reporting on all grant management aspects: phased budget and actual expenses analysis, work-plan progress, procurement plan, and MEL.
•Ensure compliance with and adherence to Save the Children and the donor’s rules and regulations in all aspects.
•Provide overall coordination of the institutional/organizational capacity building of local NGOs and other key stakeholders
•Communicate regularly with country office senior management and Save the Children US to ensure strong coordination and communications internally.
•Lead and manage the project Senior Leadership Team and the quarterly project coordination and review meetings to coordinate project activities and for effective management.
•Participate proactively and regularly in senior management meetings of SCI in the areas of responsibility, making concrete contributions to strategic and operational orientations.
•Ensure Save the Children’s Child Protection & Safeguarding Policy is understood by staff within the program as well as partners and suppliers.
Learning, sharing and documentation (20% Level of Effort)
•Produce high quality and timely reports as per reporting schedules of the project agreement.
•Conduct regular field visits to the field and put in place corrective actions.
•Ensure documentation of project learning, and incorporate analysis and lessons learned into SC’s work.
•Lead close out work and final documentation and dissemination of results of NOURISH
