The Global Fund Program COP is responsible for the delivery, performance and management of three large grants from the Global Fund to Fight AIDS, Tuberculosis and Malaria (GFATM). Save the Children serves as Principal Recipient (PR) for three grants: HIV, TB, and malaria, which have a combined 3-year budget of approximately $96 million and reaches nearly 75% of townships in Myanmar. These grants are performance-based and the program is delivered through sub-grants to 14 Sub-Recipients (SRs), the majority of which are International NGOs. The program also includes significant international pharmaceutical and health product procurement (approximately 25% of the total GFATM budget for Save the Children-PR in Myanmar). The Global Fund Program Director has overall responsibility for ensuring; (1) a high quality program is delivered and performance targets are met; (2) contractual obligations, including effective budget management, are met in a timely and cost-effective manner; (3) sub-grants to the sub-recipients are well managed; (4) Save the Children as Principal Recipient (PR) performs as an excellent partner with other stakeholders in Myanmar, the Ministry of Health and Sports and GFATM; (5) Synergies between Global Fund programs and other Save the Children Myanmar Country Office programs are maximized, and the GFATM PR program contributes its learning and expertise to support other Country Office programs; and (6) Provide leadership and management of a GFATM PR team of approximately 40 staff with diverse professional backgrounds.
The candidate has significant representational responsibilities towards the GFATM, Local Fund Agent, key government ministries, UN agencies, multilateral and bilateral donors and non-governmental stakeholders. S/he, also ensures effective coordination with the other co-Principal Recipient (UNOPS) on the malaria grant.
This is a leadership position that requires substantial technical expertise and strong management skills to ensure that all units within Save the Children’s PR team coordinate their activities and departmental objectives towards the achievement of overall agreed targets and programmatic commitments.
What You’ll Be Doing (Essential Duties)
Leadership and Technical Guidance (30%)
• Ensure achievement of the program’s objectives, per the grants’ performance frameworks; developing strategic plans, annual and quarterly work plans, and overall management of the grant implementation in line with GF guidelines;
• Ensure high quality technical leadership and oversight is in place for the program;
• Ensure that program team, including sub-recipients, are familiar with program design and targets agreed to in the performance framework;
• Ensure effective management of relationship and partnership with SRs and key strategic partners such as the Ministry of Health, UN, WHO, USAID and other multilateral and bilateral partners;
• Lead team in ensuring proper coordination among sub-recipients, national level Technical Strategy Groups, and other key stakeholders;
• Ensure that relevant technical materials are made available and that appropriate dissemination takes place.
Contractual Compliance and Financial and Grant Management (25%)
• Ensure compliance with all relevant administrative, human resources, procurement and financial policies and procedures of GFATM and Save the Children regulations and procedures;
• Oversee the control of expenditures within budgets;
• Ensure appropriate implementation, oversight and monitoring of sub-grants to all sub-recipients, including ensuring flow down and compliance with all GFATM regulations and procedures.
Representation and Networking (20%)
• Present Save the Children as the PR with GFTAM, maintaining positive relationships with GF Secretariat Myanmar Country Team, and specifically the GF Fund Portfolio Manager;
• Represent Save the Children as the PR with I/NGOs and with key strategic partners such as the Government of Myanmar, UN, WHO and other agencies, as required;
• Represent Save the Children as the PR with the Local Fund Agent;
• Represent Save the Children as PR with Technical Strategy Groups and the Myanmar Health Sector Coordinating Committee;
• In coordination with the Save the Children Myanmar Country Director, establish and maintain professional and institutional relationships with government ministries and departments as appropriate through sharing of reports, providing verbal updates and being transparent in SC PR management.
Coordinate and Harmonize Program Delivery with overall Save the Children Myanmar Country Office Portfolio (5%)
• Actively participate as member of Myanmar SMT, contributing to country strategic plans;
• Coordinate with and update the Myanmar Country Director on GFATM grants status and performance on a regular basis.
• Actively coordinate and develop linkage with the rest of Save the Children in Myanmar and in particular with the Program Director and Sector Lead for Health, Nutrition and WASH, as well as with Directors for Awards Management, Human Resources and Finance & Support Services to ensure the Global Fund program is linked with and contributing to the overall country platform;
• Assist Program Director in identification of needs and opportunities for project activities including facilitating in designing and developing of proposals to explore new opportunities.
• Work in coordination with the Regional Office in Singapore and the Centre office in London to ensure smooth implementation of Global Fund Program in Myanmar.
Human Resources Management and Development (10%)
• Manage, mentor and provide guidance to all GFATM staff in country to ensure program targets are met;
• Establish, build, and nurture effective teamwork within the GFATM team and ensure a cohesive workplace environment for optimum staff retention and motivation;
• Incorporate Save the Children’s vision and values into GFATM team building, and ensure full adherence to Code of Conduct.
M&E and Research (10%)
• Ensure good practice by supporting the development of strong M&E mechanisms;
• Identify gaps in the standards of delivery of the programs in Myanmar by partners through a robust monitoring process;
• Ensure program monitoring tools and systems are in place to support high quality implementation by partners;
• Lead on setting research agenda with other key partners and commissioning studies/assessments to document evidence of impact and best practice;
• Track and evaluate key interventions, to assist in lessons for sharing, building an evidence base of operational research, surveillance and M&E approaches.

- Minimum 7-10 years' experience in designing, managing and implementing large and complex health programs;
- Bachelor’s degree in public health, health economics or related field
- Significant experience in working with the GFATM and ensuring compliance with GFATM requirements;
- Demonstrated experience in financial and grants management, including sub-grant management, and budget and procurement control;
- Sensitivity to cultural differences and understanding of the political and ethical issues surrounding public health issues among key populations;
- Demonstrated ability to establish professional relationships and to work collaboratively with host government agencies, donors, civil society and community based organizations (CBOs).
- Excellent interpersonal skills and demonstrated ability to lead and work effectively in team situations;
- Able and willing to travel regionally/internationally up to 15% and domestically up to 25%;
- Excellent oral and written communication skills in English.
- Advanced university degree in public health, medicine, health economics or related field; Experience related to HIV, TB and/or malaria;
- Experience related to prevention, care, and treatment for key populations;
- Experience in monitoring and evaluation;
- Understanding of Procurement and Supply Management issues in large-scale public health programs;
- Experience in and in-depth knowledge of Myanmar.
