Catholic Relief Services (CRS) was founded in 1943 by the United States Conference of Catholic Bishops to assist the poor and disadvantaged. CRS returned to Cambodia in 1991 and currently works in the sectors of Health (HIV, malaria, TB and health systems strengthening) and Education, with approximately 15 Partners. CRS head office is located in Phnom Penh. CRS Cambodia is the hub office for Southeast Asia programming, including Laos, Myanmar and Vietnam.

Funded through the US President’s Malaria Initiative (PMI), the Cambodia Malaria Elimination Project 2 (CMEP 2) will build on previous experience, and strengthen local capacity in malaria prevention, diagnosis, and management, as well as surveillance and reporting, in order to reach elimination targets in Cambodia by 2025. The activity is expected to commence in six provinces: three provinces (Pailin, Batambang, and Pursat) where the U.S. President’s Malaria Initiative (PMI) is currently supporting implementation of malaria elimination activities and three provinces (Kep, Kampot, and Koh Kong) where PMI is providing technical assistance to the Provincial Health Departments (PHD) to conduct these activities on their own.

The activity will support malaria control and elimination priorities as defined by the Cambodian National Center for Parasitology, Entomology and Malaria Control (CNM), especially among high-risk populations (e.g., forest workers and mobile and migrant populations [MMPs]), by implementing evidence-based interventions at the local, district, provincial, and national levels. Specifically, this activity will implement a proven public health model for malaria diagnosis and treatment; and will add a key component of prevention of reintroduction through real-time surveillance and rapid response to new malaria cases, and applying a tailored approach that responds to the varying epidemiological profiles for malaria transmission in PMI supported areas. Successful implementation of this model will be a major component of PMI’s response to assist CNM to achieve their goal of eliminating Plasmodium falciparum malaria by 2023 and Plasmodium vivax malaria by 2025.

Job Summary:
As Chief of Party I you will provide leadership and overall management of the CMEP 2 project to serve the poor and vulnerable in Cambodia. Your leadership, management and technical knowledge will ensure the delivery of high-quality programming and advance the position of CRS as a leading agency in malaria elimination. As a senior leader you will proactively manage security and mitigate security risks.

Roles and Key Responsibilities:
• Lead all aspects of the development, implementation and consolidation of the CMEP 2 project, including sharing how the project contributes to the thought leadership of malaria elimination in Cambodia and regionally. Serve as the primary point of contact to USAID/PMI, CNM and Ministry of Health on the project, as well as private and non-government stakeholders.
• Ensure the project is designed and implemented to meet donor expectations in terms of timely and quality results and budget, including strategies for phase out and sustainability. Ensure coordination between program and operations leads. Ensure the CRS program quality standards are adhered to per MEAL policy and procedures.
• Effectively manage senior programming and operations talent. Manage team dynamics and staff well-being. Provide coaching and mentoring. Strategically tailor individual development plans and complete performance assessments for direct reports. Oversee the development of staffing plans and the recruitment process of senior staff.
• Manage and mitigate risk through monitoring national and regional issues that may impact staff and programming. Ensure all staff understand and adhere to CRS staff safety and security policies and plans, and ensure the updating of such plans.
• Promote, uphold and model a commitment to the efficient use of agency and donor resources. Ensure compliance with USAID grants, including financial tracking and oversight of partner budgets, finance, administration and reporting to USAID. Approve program expenditures, budget adjustments, and cost modification requests to donors.
• Oversee the development of communication strategies and materials, complying with donor and CRS’ branding and marketing requirements and procedures.
• Coordinate relationships with consortium partner organizations, including organization of review/planning workshops. Contribute to coordination of the roles and activities of staff from other consortium member organizations in implementation in line with CRS partnership principles.
• Create and maintain proper conditions for learning. Establish a safe environment for sharing of ideas, solutions, and difficulties and the capacity to detect, analyze and respond quickly to deficiencies. Identify performance gaps and training opportunities for CRS and partner staff and ensure the design and delivery of high quality training and technical assistance.

Required Languages – Very strong English required (reading, writing, and speaking). Some knowledge of Khmer a plus.

Travel – Must be willing and able to travel up to 40% (within Cambodia)

Preferred Qualifications
• Recognized leader in health as demonstrated by peer reviewed publications, conference presentations, previous roles, etc.
• Demonstrated experience of successful program management, including management of complex, high-value, multi-activity projects, with complicated logistics.
• Experience engaging partners and strengthening partnerships. Knowledge of CRS partnership strategy a plus.
• Ability to represent and present at high levels.
• Experience in MS Office package (Excel, Word, PowerPoint, Visio), Web Conferencing Applications, and information and budget management systems.
• Experience working in Cambodia or another country in the Greater Mekong Sub-Region preferred.

Basic Qualifications
  • Master’s degree in public health or other relevant field;
  • At least seven years of experience in managing and leading large, complex health activities in developing countries;
  • At least two of the seven years of experience must be in malaria programming, with malaria pre-elimination/elimination experience preferred;
  • 5 years’ experience managing donor funds, including multi-country grants. Strong knowledge and experience in budget management
  • 5 years’ experience of staff management experience and abilities that are conducive to a learning environment.
  • Experience coaching senior program staff.
  • Experience in maintaining relationships with a broad range of stakeholders such as host government counterparts, donors, implementing partners, and private sector entities;
  • Familiarity with policies and procedures of donor funded activities;
  • Excellent command of English language, as well as excellent written and oral communication skills
